Defence Medical Services Department is the part of the Ministry of Defence responsible for the clinical welfare of UK armed forces. Following an initiative to implement an information strategy based around a single health record, there was a need to reassess the increase in capability that could be gained and the necessary business process change associated with further investment in IT.
The Solution
QinetiQ undertook a consultancy exercise to address the problem that delivered:-
A business process document recording the high level activities of the agencies and organisations under the Defence Medical Services Department.
Benefits analysis to support the business case for IT procurement.
A document Highlighting the importance of business change activities.
Formal documentation resulting from stakeholder analysis.
The Approach
To understand the business processes change, it was necessary to elicit and structure the existing processes in the areas of preventative and curative medicine and then assess the suitability of the potential options to support the business. QinetiQ's solution undertook a stakeholder analysis followed by series of structured interviews employing a hierarchical process modelling methodology. The interviews were followed up with a series of workshops to assess and agree the benefits that would be gained from business changes supported by information Technology. Following this the areas for necessary business change were highlighted and prioritised.
Potential Benefits
Clearly defined roles in the business change programme were agreed
Stakeholders were enabled to explore the opportunities and expected benefits for a number of investment strategies
Organisational inefficiencies, information needs and current capability levels in the departments and agencies under the Defence Medical Services Department were revealed
