Today’s military strategic context is characterised by unpredictability, instability and shifting threat scenarios. This places an increased premium on agility and adaptability in Armed Forces and the equipment they operate.
The pace of technological change is increasing but costs dictate that new equipment platforms are expected to remain in service for several decades. To balance these apparently contradictory requirements, frequent technology upgrades are needed, together with the ability to deliver these in a structured manner that meets the military need.
A key enabler of through-life performance management is the adoption of an architectural approach to systems engineering. MoD has promoted the use of architectural frameworks through the adoption of MODAF views. These views allow systems engineers to develop coherent operational, system and technical views which engender greater understanding between different stakeholder groups, and which facilitate interoperability between different acquisition programmes. QinetiQ has an unmatched understanding of MODAF, enabling it to support all through life activity.
Project DABINETT An example of QinetiQ's work in the Through Life Capability Management area is that over the last five years it has developed a comprehensive approach to formulating and recording ISTAR concepts and architectures. These concepts specify the requirements for how ISTAR will be conducted and how specific capabilities, expressed in terms of equipment, people and procedures, will be employed. This experience has been key to involvement in Project DABINETT.
Project DABINETT is the MoD's key ISTAR programme, in which QinetiQ is a major partner. It concentrates on using better the assets that have been or are being procured, which until now have been "stovepiped" or independent from one another. In addition, it seeks to provide persistent observation of the deep battlespace. The full potential of the UK’s ISTAR assets will be realised through optimising the way in which they are used leading to increased efficiency thus satisfying more of the decision makers' needs. Effective processing, exploitation and dissemination of data, information and intelligence is critical in delivering higher quality intelligence to the decision makers to enable better decisions and potentially make a significant difference to the outcome of an operation.
Project DABINETT is producing the operational and system architectures to support the UK's ISTAR in the NEC era. QinetiQ, (partnered with LogicaCMG under LogicaCMG leadership) is an independent, impartial and informed partner for the MoD in the Concept Phase of the DABINETT programme. To this partnership QinetiQ brings thought leadership in the UK ISTAR conceptual arena, the strengths of its relationship with the key customer community, and a deep understanding of the underpinning technology. |
