Eagle - Provide in-service Capability Assessment Case Study

Project Eagle Case Study.
Project Eagle was set up to replace the Mission System central computer, situational display consoles and Electronics Support Measures (ESM) system of the Sentry AEW Mk1 aircraft. It was also required to upgrade the internal communications management system and replace elements of the external communications suite.

The problem
The Sentry Integrated Project Team (IPT) tasked QinetiQ to provide independent technical assessment services to inform the procurement selection process, in this case down-selecting from six to two candidate systems.

EAGLE The solution
The six candidate companies were asked to demonstrate the current system state of their central data fusion and tracking capabilities. The demonstration was limited in its scope, looking into positional accuracy, tracking performance but not assessing the identity components of a tactical picture. QinetiQ then measured the performance of the candidate systems using its Oculus assessment tool suite.

Analysis approach
To allow a level playing field for the demonstration and subsequent assessment, a series of data scenarios was created using a mixture of real recordings from the current E-3 platform and synthetically created objects. These scenarios were replayed into each candidate system and the performance of the data fusion component measured using QinetiQ’s Single Integrated Air Picture (SIAP) based performance assessment tool suites.
The performance of the current E-3D system was used as a benchmark alongside the QinetiQ reference data fusion engine, CMISE. Each candidate was scored and assessed leading to a recommendation for down-selection. Following down-selection, the two successful candidates are to be assessed in a more rigorous and stressing environment in the Technology Demonstration Phase (TDP). A mixture of real and synthetic data is again to be used, this time in a controlled environment via the All Environment Real-time Interoperability Simulator (AERIS). This allows direct interaction with the synthetic environment to control and replay the scenario data. The TDP assessment regime is to include Recognition Classification Identification (RCI) measurements utilising data from more sensors and via datalink.

Benefits
From this series of assessments, the final decision for the eventual winner will be technically informed and the best capability procured.
